Although IRIS provides 'gadgets' for its agents and operatives (i.e. non-enlisted persons who work for IRIS on an occasional basis) when the situation requires it, IRIS also trains its users to understand that superior technology alone does not guarantee success, and can even be a cause of failure of a mission if there is mindless reliance on such equipment. As IRIS maxim number 10 states: "gadgets make good servants but poor masters".
IRIS personnel are therefore taught that they must depend first and foremost on their quick thinking, creative ingenuity, intuitive analysis of all the options and the force of their courage to triumph in any given circumstance. In certain cases, 'triumph' may mean not using a 'gadget' if its use does not serve the overall objectives of the mission, and success always means subordinating the gadget to the grand strategy.
