Konstantin Chernovsky is a RISK agent working undercover within The Three Bears organisation.
Chernovsky has obtained critical information about The Three Bears that he must pass on to his fellow RISK agent, Piotr Volkov. To protect his own cover, Chernovsky cannot transfer this information by email or by any means that will leave a trace that The Three Bears might discover.
Chernovsky therefore decides that, since Volkov will be at the Imperial Ball at the Catherine Palace in St Petersburg as part of his 'day job' for Red Gold, the safest way to relay the information is by a short-distance wireless transmission from his smart-phone to Volkov's smart-phone: a casual electronic transfer while they are socialising will not arouse any suspicion or attention and, most importantly, there are no digital logs kept of such wireless connections.
